Finding Innovative Ways to Manage Limited Resources in the Rapidly Growing Sonoran Desert
David Modeer / General Manager, Central Arizona Project
David V. Modeer is an expert in water system operations, financing, customer service and planning, and has a thorough understanding of the water issues facing water systems in the western United States.
Formerly Modeer was the Director of Water Services for the City of Phoenix and spent 10 years as the Director of Water in Tucson, Arizona, where he successfully guided the utility through one of the most difficult periods in its century-long history and restored community trust in the utility and CAP water. Mr. Modeer also has more than 26 years of management experience with American Water Works, Inc. as Vice President of Operations for both the Pennsylvania-American and Western Region divisions, as well as managerial positions in the Mid-west.
Modeer serves on the Boards of the Water Research Foundation, Western Urban Water Coalition, WaterReuse Association, and Association of Metropolitan Water Agencies.
