Expediting International Trade Through Our Ports of Entry without Sacrificing Security

Luis Ramirez’ experience encompasses more than 20 years with US-Mexico border infrastructure projects, North American relations, international business, negotiations, economic development, industrial site selection and governmental affairs.

For Lewis and Roca, LLP, Phoenix, Arizona and earlier for Deloitte & Touche, LLP, Los Angeles, Ramirez assisted clients in all aspects of international business expansion and regulation with special emphasis on Mexico.

Ramirez has served on the federal Data Management Improvement Act (DMIA) Task Force, advising the US Attorney General and the Secretary of Homeland Security. He is Administrator of the Environmental Protection Agency (EPA) Good Neighbor Environmental Board, advising the U.S. President and Congress on Mexico-U.S. border good neighbor practices.

For the Border Trade Alliance (BTA), Ramirez’ work spans nearly two decades. In various capacities, he helped structure, implement and represent the organization’s key positions on resources, inspections, infrastructure and the creation of the Department of Homeland Security.

On the Arizona-Mexico Commission Board of Directors, he was also Border Infrastructure and Economic Development Initiative chair. As a member of the Joint Legislative Review Committee on Transportation between Arizona and Sonora, Ramirez lends his expertise to the Arizona legislature. Ramirez also serves on the Governor’s Canamex Task Force.

Born in Mérida, Yucatan, Luis attended high school in Vancouver, British Columbia, Canada. He earned his BA from University of Arizona, cum Laude and his MS in Foreign Service from Georgetown University where he was awarded a Dean’s Citation of Service. During his studies at Georgetown, Luis interned with Congressman Jim Kolbe where he served as a North-American Trade Specialist during the ratification of the North American Free Trade Agreement.
